Aaj is post mein Consumer Protection Act, 1986 ke "Consumer Right" ke bare mein batane ja raha hu, ki Consumer Right kya hote hai ?

Consumer right Kya hote hai? 
Indian Government ne Consumer ke protection ke liye "Consumer Protection Act, 1986 lagu kiya gya, taki kisi bhi consumer ke sath kisi bhi prakar ka koi bhi dhokha (fraud) na ho paye. Consumer ke paas yah adhikar ho ki wah apne pasand ka samaan kharid (Purchase) sake, Apne pasand ka samaan chose kar sake, Consumer yah decide kar sake ki usko kis samaan ko purser karna hai,  Yadi consumer ke sath kisi bhi prakar ka koi bhi fraud hota hai, to wah apni awaj utha sake aur us fruad ki shikayat (Complaint) Consumer Forum mein kar sake. Consumer ko jo bhi good and service mil rahi hai wah sahi mile, etc.
Consumer Protection Act ke anusar Consumer ko  Six (6) right diye gaye hai, in adhikaro se consumer ko vanchit (deprived)nahi kiya jayega.

Consumer Right 
Consumer Protection Act, 1986 ke anusar consumer ko 6 adhikar diye gaye hai,
  1. Right to Consumer Education.
  2. Right to Choose.
  3. Right to Safety.
  4. Right to Heard.
  5. Right to Informed.
  6. Right to seek Redressal.
To, chaliye ab in sabhi adhikaro ke bare mein vistar se jante hai.

1.Right to Consumer Education:
Right to education for consumer ka matlab yah hai, ki sabhi vyaktiyo ka educated hona bahut jaruri hai, yadi ve educated honge to unko iska accha gyan hoga ki kya cheej unke liye sahi ya kya galat hai. kyoki ek educated vyakti hi yah decide kar payega ki market mein jis product ki bikri ho rahi hai, wah product asli (real) hai ,ya fir nakli product ki bikri ho rahi hai.

  1. Educated vyakti hi us product ko purchase kar payega jo uske liye sahi hai.
  2. Yadi consumer ke sath product ko lekar kisi bhi prakar ka koi fraud hota hai, to wah iske khilaf sahi vibhag (department) mein iski shikayat (Complaint) kar sakega.
  3. Consumer apne hisab se product choose kar sakta hai.
  4. Consumer ke sath kisi bhi prakar ki koi thagi dukaan dar nahi kar payega.
  5. Consumer hamesa   hallmark dekh kar hi samaan purchase karega taki us product se uski safety bani rahe, hallmark jaise : ISI, AGMARK etc.
2. Right to Choose:
Right to choose ka adhikar har consumer ko Consumer Protection Act ke anusar diya gya hai, ki har consumer ke paas yah adhikar hai ki wah apne pasand ka product market mein purchase kar jaise:
  1. Market mein product kai variety ke available hote hai, to consumer apne pasand ka product market se purchase karne ka pura adhikar rakhta, ki usay kya purchase karna hai aur kya nahi.
  2. Market mein bahut si shop hoti hai, to consumer ko yah adhikar hai ki wah apni pasand ki shop se product purchase kar sakta hai.
  3. Consumer product ki Quality, Quantity aur Price ke hisab se market mein product purchase karne ka adhikar rakhta hai.
  4. Consumer ko yah adhikar hai ki wah apne health ke anusar product purchase kar sakta hai.
3. Right to Safety:
Right to Safety yah adhikar har vyakti ko diya gya hai ki, yadi koi bhi vyakti market mein kisi bhi prakar ka koi bhi product purchase karta hai, to wah us product ko purchase karte time Safety ka jarur dhyan rakhna hoga.

  1. Jab bhi consumer koi bhi product market se purchase karega ,to wah wahi product purchase karega jo uski life ke liye dnager na ho,
  2. Consumer jab bhi koi product market se purchase karega, to wah product ki quality par jarur dhyan dena chahiye.
  3. Product purchase karne se pahle consumer ko product ki guarantee par jor dena chahiye.
  4. Consumer ko hamesa wahi product purchase karna chahiye, jo ki uski health ke liye safe ho,
  5. Consumer jab koi product market se purchase kare to usko product par hall mark( ISI, AGMARK) jarur dekhna chahiye. 
4. Right to be Heard:
Right to be heard ke adhikar ka matlab yah hai, ki consumer ko apni baat rakhne aur sune jane ka adhikar consumer protection Act, ke anusar consumer ko diya gya hai. Consumer apni baat ko ek uchit manch ( Appropriate forum) mein rakh sakta hai.Isme consumer ke kalyan (welfare)  par vichar karne ke liye banai gyi various forum mien represent karne ka adhikar bhi shamil hai.   Consumer ko Non-political aur Non-Commercial  consumer organisation banana chahiye jinhe consumer se sambandhit mamlo mein Government aur other bodies dwara formed various comittees  mein representation diya ja sake.

5. Right to Informed:
Right to informed ka matlab yah hai, ki yadi consumer kisi shopkeeper se uske product ya service ke bare mein kuch janakri prapt karna chahta hai, to us shopkeeper ko wah jankari di jani chahiye.
  1. Consumer product ki quality, potency, purity, standard, safety, price of goods ke bare informed kiya jana chahiye aur consumer ka yah adhikar hai, ki wah in sabhi ki jankari mang bhi skata hai. taki unfair trade practice se consumer ko protection dilaya ja sake.
  2.  Yadi consumer koi bhi product market se purchase kar raha hai, to consumer ko us product ki pahle sari jankari le leni chahiye.
  3. Consumer product lene se pahle yah bhi janne ka adhikar rakhta hai, ki wah product kin material se bna hai.
6. Right to seek Redressal:
Right to seek redressal ka matlab yah hai ki yadi aap jab market se koi bhi product purchase karte hai, aur product mein koi kami aa jaati hai ya us product ke MRP se jada apse price liya jata hai, to iske khilaf consumer, consumer forum mein shikayat kar iska nivaran pa sakta hai.
  1. Shopkeeper ke dwara expired product ki date change kar ke sale kar dena.
  2. Guarantee period mein bhi shopkeeper ke dwara kharab hue product ko na change karne par,
  3. Yadi shopkeeper ke dwara consumer ka shoshan (Exploitation) kiya gya hai.
  4. Yadi consumer ke sath shopkeeper ne fraud kiya ho.
Aap (Consumer) kisi bhi Goods aur Service ka istemal karte hai, aur usme kisi bhi prakar ki koi bhi problem hoti hai, to apke pass yah pura adhikar hai ki aap iski complaint Consumer Forum mein kar sakte hai.
